2023-2028 Strategic Plan
Purpose & Overview
We are living in a time of immense disruption and transition. Climate change, the ongoing pandemic impacts on ridership and operations, shifting demographic trends, the emergence and growth of digital platforms to access services, a growing workforce gap, and ongoing efforts to address structural racism and social inequity will continue to influence how we live, work and travel in the coming years.
As part of a year-longer effort directed by the Association's Executive Committee, our newly released 2023-2028 Strategic Plan positions the organization to meet this moment by refining our shared values, vision, purpose and commitments to our Association membership, the transit industry, and our communities.
As the guiding document for our work over the next five years, our new Strategic Plan will serve as a blueprint to help us meet our longstanding goals. Importantly, this refreshed Strategic Plan ensconces – for the first time – our Association’s commitment to furthering diversity, equity, inclusion, and access.
We seek to:
1. Influence state and federal decision makers to enact policies and funding solutions that support public transit;
2. Deliver industry-leading educational opportunities and member services;
3. Maintain a financially healthy, innovative, and stable organization; and
4. Expand efforts within the Association and at member agencies to build a more diverse, equitable, inclusive, and accessible public transit industry.
What’s more, we developed a structured, focused framework to ensure successful implementation of the Strategic Plan, which includes performance measures for tracking our progress on our goals and objectives.
At the core of this plan is the long-term viability and success of California’s public transit systems. Your continuing support, engagement, and partnership are mission critical to the work we are leading for the benefit of our industry and all Californians.
