The original proposal for service reductions included the elimination of 13 lines and a $12.5 million deficit figure for fiscal year 2011 because of declining sales tax revenue and severe budget cuts to transportation funding.

Under the new fare structure, the farebox recovery ratio will increase slightly to 28 percent. Due to the deep economic recession, Metro had faced an historic $250 million operating deficit in the fiscal year starting July 1, 2010.
