Legislative Advocacy
Represent clients before the Legislature, Governor and State administrative agencies. Within Shaw / Yoder, Inc., have sole or lead responsibility for lobbying on behalf of the City of Santa Monica, San Mateo County Transit District, Santa Cruz MTD, and Fluor Daniel, and have primary lobbyist duties for the California Transit Association. Duties include: draft legislative language; review, track and analyze legislative bills, public laws, and agency regulations, including Federal laws; monitor legislative committee and agency hearings; testify at hearings; maintain relationships with key legislators, legislative staff and committee consultants, and administrative agency staff, including Governor's office; coordinate legislative strategies with other interest groups and related associations; and, maintain liaison with clients about pending legislative issues.
Association Management
Provide full-service staff support to association clients. Executive Director of the California Transit Association; also, provide staff support, as General Manager, to the California Transit Finance Corporation.
Insurance Pool Management
General Manager of the California Transit Insurance Pool (CalTIP), a joint powers insurance authority providing multi-line insurance to 31 of the state's public transit agencies. Duties include: develop and implement annual insurance programs; oversee risk management programs; oversee claims administration; develop and implement annual operating budget of $2.5 million and total assets of $11 million.
Campaign Management and Research
Researched issues for statewide proposition campaign committee. Duties included: produced vote analyses, analyzed proposition language and prepared educational materials for campaign staff; wrote and edited campaign material for public distribution; coordinated opposition research; and, worked with media consultants to write television and radio scripts.
